说明： 在测试了ffmpeg，speex，系统acm，webrtc的音频重采样效果后，发现webrtc的质量最高，能保留更多真实信号，这对语音重采样很重要（如AEC），但是webrtc重采样的提取非常困难，并且存在不按倍数或一定比率重采样会构建失败的问题，这里提交的重采样器，效果仅次于webrtc，对于非特殊场合（不需要双工通话消除回声），都能达到很高的水平，推荐使用。
