(Assuming that all new construction of roads are directly connecting two villages, in addition to the meeting point outside the village, and all roads are two-way traffic, there is no one-way street. You design an algorithm to solve the following problems: 1. Give a minimum cost of construction of the program (if it exists) 2. Judgment lowest cost program is unique. If only given an addition to the program outside the lowest cost option (if it exists) otherwise, given another lowest cost options.)
