说明：  VB6.0源码模仿QQ截图软件跟随鼠标获取句柄及其位置，会像QQ截图那样随着鼠标的移动，获取鼠标下的句柄及其位置，并用一个Shape控件把这个控件的位置表示出来(围起来)，对这个窗体加上蓝色的边框。加了一个判断语句，判断句柄是否变化了，如果没变就不会刷新，这样就避免了程序的频闪问题。十分值得学习
