These manuals were posted online at various government agency websites until a news story ran announcing their presence. We downloaded copies of them before the news story went public. Within one hour, the documents were removed from the government websites.
They are confidential in nature and may contain information that government would rather not discuss. However, since the government posted them online they are a matter of public record. Some of these documents are protected using the password protection that is built into Microsoft Office. You should not attempt to defeat this access protection.
