说明：  Delphi检查判断闰年，在日期年份的选择上，直接调用了Windows的日期选择器功能，选择年份和日期挺方便的，个人觉得判断闰年并不怎么常用，倒是时间日期选择功能挺实用。测试发现，判断闰年好像不准哦，2014年是闰年啊，闰9月，为什么说不是闰年呢？晕！
