说明：  unix下已经有iconv.h,但是win下面没有。 这个包就是在windows下使用iconv的转换办法（包括lib，dll 和头文件）。它可以很 方便的实现转换 utf8 到 gbk 的编码转换，里面的说明文件给了一个样列和操作方法
