说明：  车牌识别(LRP)是智能交通系统中关键技术之一。以车牌识别为 基础，可以对车辆进行自动登记、验证、监视、报警，进而可以应用 在多种场合，如高速公路收费系统 道路、卡口监控系统 小区、停 车场收费 监控系统和车流统计等。在本文的研究中以模式识别和图 像处理技术为基础和基本手段，结合新兴领域的理论工具一一小波分 析，分别对车牌分割、车牌图像去噪和车牌字符识别三个方面做了系 统研究，并提出了有效的解决方法。
