说明： 视频去隔行算法，根据顶场或底场的象素进行插值填充，原则是在填充点为中心的17个方向求差的绝对值最小的方向。以此方向两点做平均。
(video deinterlace. comparing the 17 direction in the center of the position to be interpolated, canditate one is in the direction where is minum of the SAD.)
