(after a while there’s yet another new encoder available :). I have created an MPEG Layer 2 encoder based on the libavcodec (ffmpeg) source code. Unluckily the libavcodec encoder lacks a nice psychoacoustic model so I’m considering taking a look at the TwoLame library.
