说明： delphi 实现socket TCP 通讯，通过winsocke的封装，实现了WIN API socket通讯
代码通过EXE的Server端，client端来实现TCP通讯，并封装了DLL；避免了Delphi自带
的soket控件在Dll中无法收到消息的问题。
