说明： TFTP 协议实现和测试
本程序,包含server和client,自收自发.
客户直接把PACK发到SERVER的接收队列中,SERVER直接把PACK
发到CLIENT的接收队列中.
具有超时重发功能.
各自解释收到的该包,并响应
